THIRTEENTH REPORT ON THE POSTAL SERVICE OF NEW ZEALAND, BY THE POSTMASTER-GENERAL.

REPORT. The progress of the Department during the year has been satisfactory. In each of its branches steady increase is shown. To meet the growing requirements of outlying districts existing mail services have been extended and new ones established. Fifty new Post Offices have been opened, and thirteen have been closed. Eive receiving letter-boxes and pillars have also been erected for the convenience of persons residing in towns at a distance from the Post Office. With the exception of occasional interruptions from flooded rivers, and from heavy falls of snow in the interior, the inland mail services, have on the whole been satisfactorily performed. In 1871 there were 188 inland mail services in the Colony, of an aggregate length of 5,096 miles. Of these services 64 were performed by coach or mail-cart, 92 on horseback, 13 on foot, 15 by water, and 4 by railway. The number of miles travelled b} r these during the year was 1,050,368, at a cost of about £23,000, being an average of about s|-d. per mile.

DEPARTMENTAL. SCHEDUEL of Post Offices in New Zealand in 1870 and 1871.

New Post and Telegraph Offices have been erected at Hawera, Coromandel, Ahaura, and Motueka. Offices are being built at New Plymouth, Waiau, and Hurunui, and will shortly be ready for occupation. Offices are also about to be erected at Boss, Reefton, and Tokomairiro. The building at Westport occupied as Post and Telegraph Offices, in consequence of the encroachments of the sea, is being removed to a safe locality. In all places where practicable, the Postal and Telegraph Departments are amalgamated. The total number of letters received in 1871 was 3,296,990, against 3,018,923 in 1870 ; and the total number of letters despatched was 2,784,707 in 1871, against 2,626,947 in 1870, —showing an increase in both classes of letters in 1871 of 435,818 over 1870. The total number of newspapers received in 1871 was 2,308,634, against 2,266,934 in 1870; and the total number of newspapers despatched was 1,871,150 in 1871, against 1,622,728 in 1870, —being an increase of 290,122 newspapers in 1871 over 1870. The Revenue also shows a satisfactory increase, being £47,054 18s. 3d. in 1871, against £43,086 15s. in 1870.

REPORT ON THE

The following is the Schedule of Officers in the Postal Department in the years 1870 and 1871:—

Dead Lettees. It is gratifying to be able to report a continued steady decrease in that class of letters known as unclaimed or dead letters. Erom the following table it will be seen that since 1867 they have year by year decreased, no doubt indicating increased diligence and attention on the part of the officers of the Department to the delivery of letters : —

Reoisteked Lettees. There has been considerable increase in the number of this class of correspondence during the year, being 34,679 in 1871, against 30,549 in 1870. Monet Oedees. The progress made in this branch of the Department has likewise been highly satisfactory. In 1870, the number of Money Order Offices in the Colony was 70 ; in 1871, they numbered 81. The number of Money Orders issued in New Zealand in 1870 was 31,864, and the amount transmitted was £149,454 7s. lid., against 36,291 orders issued and £157,397 13s. 7d. transmitted in 1871. Of the latter there were transmitted to places within the Colony by post 18,029 orders for £77,214 Bs. 7d., and by telegraph 2,485 orders for £11,322 Is. To the United Kingdom there were 10,407 orders issued for £44,197 18s. 3d.; and to the Australian Colonies, 5,370 orders for £24,653 ss. 9d. The Money Orders paid in the Colony during the year were —Issued in New Zealand and transmitted by post, 17,976 for £77,086 Bs. 3d.; and by telegraph, 2,469 for £11,229 15s. 6d. There were also paid 69 orders for £275 16s. 6d., which were originally issued in the Colony, on places beyond the Colony, but repaid or refunded on application by the remitters. The Money Orders issued at places beyond the Colony for payment in New Zealand were—By the United Kingdom, 1,396 for £6,217 lis. 5d.; and by the Australian Colonies, 1,318 for £5,914 18s. 7d. The number and amount of Money Orders issued in the Colony for payment at places beyond New Zealand being largely in excess of the number and amount of orders issued at those places for payment in the Colony, necessitated remittances to be made during the year, amounting to £56,718 145., as follows:—To the United Kingdom, £37,980 6s. lOd. ; and to the Australian Colonies, £18,738 7s. 2d. The revenue derived from the commission charged on the Money Orders issued in 1871 was £2,608 3s. 6d., being £241 in excess of the commission received in 1870. A reduction has recently been made in the commission charged on Telegraph Money Orders from sixpence to fourpence in the pound. During the short period which has elapsed since the reduction was made, the increase in the number issued of this class of Money Orders indicate that this mode of transmitting small sums of money within the Colony is likely to be largely made use of. Post Office Savings Basic. The business transacted in Post Office Savings Bank in 1871, as shown in the tables appended to this report, is considerably in excess over that in 1870. The number of deposits in 1871 was 24,042, and the amounts deposited £312,338 18s. 4d., against 20,489 deposits, and £264,328 ss. 7d. deposited, in 1870. The number of withdrawals in 1871 was 14,773, and the amount withdrawn £260,222 os. 6d., against 11,934 withdrawals, and £208,526 7s. 7d. withdrawn, in 1870. 4,615 new accounts were opened during the year, as against 4,304 in 1870 ; and accounts closed, against 2,276 in 1870. The total number of transactions in 1871 were 39,415 against 32,423 in 1870, being an increase of 6,992 transactions in favour of 1871. 19,959 acknowledgments were issued in 1871, against 16,636 in 1870. Erom the first opening of the Post Office Savings Banks, on Ist Eebruary, 1867, to the Ist December, 1871, the total amount of deposits was £1,108,473 95., to which interest has accrued and been added to principal amounting to £30,441 Bs. 4d., making the total £1,138,914 17s. 4d.

The total amount withdrawn during the same period was £781,260 2s. 10d., leaving a balance of £357,654 14s. 6d., to the credit of depositors at the close of the year 1871; and the number of accounts opened at that date was 10,549, against 8,315 accounts open, and £295,372 Is. 7d. to their credit, on 31st December, 1870. The total number of deposits since the commencement of the system to the 31st December, 1871, was 82,225, averaging £13 9s. 6d. for each deposit. The total number of withdrawals during the same period was 44,283, averaging £17 12s. lOd. each. The average amount at credit of each account open on 31st December, 1871, was £33 18s. Id. Postage Stamps. It having been discovered that the colours in which certain of the denominations of the postage stamps were printed were liable, by chemical process, to be so altered as to resemble the colours of stamps of higher value; in order to the protection of the revenue it was deemed advisable to alter the colour of such stamps. These are now so arranged that the effect of any change in the colours will be to assimilate them to those of postage stamps of lower value. Some of the plates from which the postage stamps are printed have been in use for a considerable period, are now very much worn, and require to be replaced. Sets of electrotype plates have accordingly been ordered, and their arrival may be shortly expected. Steam Postal Seevices. A contract has recently been entered into with the New Zealand Steam Shipping Company for a four-weekly service between Manukau and Picton, for delivering and collecting the West Coast Mails for the San Branciseo route, This service is performed for £300 per four weeks, and is terminable by three months' notice on either side. Messrs. Webb and Holladay have continued to carry out the San Erancisco Service. They have had great difficulties to contend with ; but latterly the service has not been of a satisfactory nature, owing to an insufficient number of suitable boats having been employed. Elaborate returns have been prepared on the subject; and it is not necessary to state their substance here. The Contractors have been informed that in future they will be held strictly to the terms of their contract. It must not, however, be forgotten that great difficulties are incident to the carrying out of almost every ocean mail service ; and the Postmaster-General is of opinion that if Messrs. Webb and Holladay are treated with firmness, but without anything like undue severity, the service will become' a most valuable one. They have been placed at a great disadvantage, through not obtaining subsidies upon which they had calculated. A very favourable arrangement for a joint-contract was made with Victoria, but it has since fallen through, owing to tho Victorian Parliament not ratifying it. The Postmaster-General believes, however, that by the exercise of judgment and moderation favourable arrangements with the Australian Colonies may yet be effected. It is the more to be regretted that the joint-contract was not ratified by Victoria, since there is reason to suppose that, had it been brought into operation, the Imperial Government would have contributed £10,000 to that Colony, and an equal sum to New Zealand, in aid of the cost, thus leaving the two Colonies to pay, respectively, £22,500 and £17,500. Those amounts would have been reducible by subsidies which it was likely would have been obtained from the other Australian Colonies. Tho whole of the arrangements connected with the service have presented great difficulties ; but the Postmaster-General repeats that he believes the result will yet be highly satisfactory. Returns which have been laid before both Houses show that, even with the admitted irregularities, the present San Francisco Service compares by no means unfavourably with former services ; whilst there can be no doubt that it is cheaper than any previously paid for by the Colony. The Postmaster-General is of opinion that New Zealand should hold strictly the vantage ground already gained, and should continue to keep control of the service. Its value to the Colony is beyond question : for not only does it afford a quick and cheap route for the conveyance of mails, but it has already opened up an extensive trade with the United States, which trade will, by the maintenance of the service, be considerably extended.
