REPORT. During the year 1866 and the first half of the year 1867, several important changes have taken place in the Postal Service of New Zealand. The mail communication with Great Britain via Panama has been successfully inaugurated. Post Office Savings' Banks have been commenced, with every prospect of success. The rates of inland postage have been amended by an Act of the Legislature, and by the same authority a charge has been imposed for the conveyance of newspapers through the Post. A Conference of Delegates from the several Australian Colonies, held in Melbourne, has agreed upon a scheme of Ocean Postal Communication, which, if acceded to by the Imperial Government, will, 1 have no doubt, produce important and beneficent results. Departmental. "With the exception of certain changes hereafter described, which have been rendered necessary by the introduction of the Post Office Savings' Bank system, no material alteration in tho arrangements of the Department have been made during the past year. The amount of business transacted through the medium of the various Post Offices must be considered satisfactory when it is borne in mind that a considerable body of linrierial Troops has been removed from the Colony during the twelvemonths. The letters despatched have been 2,353,856 in 1866 (see table No. 20),' against 2,235,188 in 1865. The letters received have been 2,401,788 in 1866 (see table No. 19), against 2,208,285 in 1865. The newspapers despatched have been 2,413,511 in 1866 (see table No. 22), against 1,923,544 in 1865. The newspapers received have been 1,959,528 in 1866 (see table No. 21), against 1,474,134 in 1865. The Postal revenue (exclusive of money order commission) has been £47,836 10s. 6d. in 1866 (see table No. 32), against £46,475 9s. 3d. in 1865. The Postal expenditure, exclusive of steam subsidies, has been £62,927 4s. 6d., in 1866—including £7,300 expended on buildings—(see table No. 32), against £55,641 6s. 3d., in 1865. Twelve new offices have been opened during the year, and four offices have been closed. The total number of the Postal staff is shown by the subjoined table. The occurrence of every vacancy in the Department, has, moreover, been made the occasion, when practicable, of affording promotion to officers who have distinguished themselves by intelligence and zeal. I trust that this system will be continued. Nothing tends more to promote zealous and efficient service on the part of officers of the Department than an assurance that such services are not overlooked, but will eventually lead to the promotion of the persons by whom they are rendered. Several of the Post Offices throughout the Colony have been visited by the Inspector during the past year. The demands, however, which have been made upon his time for carrying out the several alterations rendered necessary by the commencement of the Panama Mail Service, and for maturing various important improvements in the Postal Service of the Colony, have rendered it impossible for him to devote as much time to the performance of the duty of inspecting the varibus branches of the Department as I could have wished. Nothing contributes more to the regular and efficient conduct of a Postal Service than a frequent inspection of the whole of its branches by an experienced and trustworthy Inspector. The high character for efficiency maintained by the Post Office in the United Kingdom, is owing, in a very great measure, to the liberal provision which is made for a constant and efficient inspection of every part of it. The New Zealand Inspector is an excellent officer, but it is not possible for him unassisted to visit all the offices throughout the Colony, except at rare intervals. To remedy this evil, I have in some cases authorized Chief Postmasters to inspect several of their sub-offices, but this remedy is not an effectual one. An addition to the Inspecting Staff of the Department would be a wise and prudent economy.

Fbanking. The recommendations of the Postal Committee of 1866, in favour of the abolition of the system of franking, have been very carefully considered by myself and the permanent officers of the Department. The result has been, that while the necessity for having all official correspondence paid by Postago Stamps, would, together with the keeping of the necessary accounts, involve a considerable addition to the labour of the several Departments, no plan for the issue and use of stamps for this purpose has yet been devised which would not be as much open to abuse as the limited system of franking which is now permitted. It has been therefore considered desirable to continue, at least for the present, the system now in operation. The system of paying the postage on official correspondence by postago stamps has been tried in Victoria; the result was so unsatisfactory that the system has been discontinued. Dead Lettees. During the year 46,172 letters, including 521 registered letters, were received at-the Dead Letter Office. Of these 37,117, including 504 registered, were despatched from the office. Nearly 100 letters were delivered to personal applicants, and about 9,000 were destroyed, as neither the writers nor the persons to whom they were addressed could be found. 22,750 of the above total, including 227 registered letters, originating in New Zealand, were opened in the Dead Letter Office, and returned to the writers. And 14,367, including 267 registered letters, originating in places beyond the Colony, were returned to the several offices from whence they were forwarded to this Colony. The following comparative Return of the number of letters registered in New Zealand during the years 1865 and 1866 respectively, shows a considerable addition to the number of letters which are so treated. This is chiefly to be attributed to the influx of population on the West Coast Gold Eields ; but independently of this, the Return shows an increased disposition on the part of the public to adopt such reasonable precautions when sending articles of value through the Post as persons of ordinary prudence ought not to neglect. Monet Orders. The tables (Nos. 6 and 7) on this subject appended to this Report show a very considerable increase in the extent to which the public has availed itself of the facilities afforded by this branch of the Postal Services, for the transmission of small sums of money with safety and despatch. Notwithstanding a falling off in the number of money order transactions in those parts of the Colony from which considerable bodies of troops have been removed during the year, there has been an aggregate increase throughout the Colony of no less than 20 per cent, as compared with the business transacted during the previous year. Saving Banks. The Post Office Savings Bank system was brought into operation at five of the principal Post Offices in the month of February last, and at thirty-nine other offices on the Ist of April. Tables (Nos. 8 and 9) are appended showing the extent to which these banks have already been made use of by the public. The result cannot be considered as otherwise than very satisfactory. In the short space of' time which has elapsed since the introduction of the system, 830 accounts have been opened, 1,552 deposits have been made, and there remained at the end of May an aggregate amount of £20,974 Bs. 7d. to the credit of depositors in the several banks. The organisation and initiation of the system have been effected principally by the AuditorGeneral, Dr. Knight, to whom my thanks arc due for the time and trouble which he has devoted to this subject. The keeping of all accounts connected with the Savings Banks, and the general conduct of this branch of the Post Office service has been placed in the hands of a Controller, who undertakes also tho management of all Money Order business. I have been able to secure for this duty the services of a very efficient officer, and the arrangement is found to be an economical and satisfactory one. As the work in these branches of the Department increases, an assistant will probably be required, but up to the present time, the duties mentioned have been discharged by the Controller with very little clerical assistance. I believe there is hardly an instance on record in the Public Service in which so important an improvement, as the opening of these Savings Banks really constitutes, has been introduced at so small an increase to the public expenditure. Steam Postal Services. Panama Service. This service has now been in operation since June, 1866, and the Company's vessels have, to this date performed twelve voyages from Sydney to Panama, and twelve voyages from Panama to Sydney. In consequence of accidents to the machinery of the " Mataura," on her voyage from England, which prevented her arrival in Sydney in time to take up this service, tho Company was unable to send a vessel to Panama in August last; with this exception the service has been performed without interruption. The services to Panama have been effected with remarkable regularity, the mail steamer having only upon one occasion failed to effect a junction with the homeward-bound steamer from Colon. This failure was accounted for by the occurrence of weather of an extraordinarily tempestuous and unfavourable character. The services from Panama to New Zealand have been performed with less regularity, and it has been my duty to enforce the payment of several penalties for delays. Considering, however, the arduous character of the service, including as it does the longest steam voyage which has yet been attempted without an intermediate coaling station, the Company deserves much credit for the spirited and successful manner in which they have carried out their contract. The experience of the past twelve months having shown the desirability of a coaling station for the use of these steamers on the voyage to New Zealand, the Company has taken steps for establishing such a station at the Island of Opara. A vessel has already been despatched to that island with a considerable supply of coals, and the necessary appliances for facilitating their transhipment. Looking at the character of the vessels which have been supplied for the performance of the Panama contract, it may confidently bo expected that when this coaling station is available, it will be only under very exceptional circumstances that such delays as those I have mentioned will again occur. Tho Imperial Post Office, in addition to conveying the mails sent by the Panama route free of all charge between Southampton and Colon, has, in other ways, rendered very valuable assistance in the carrying out of this service. Owing to the excessive charge which the Panama Railroad Company had been in the habit of making for the conveyance of mails across the Isthmus, amounting to elevenpence per pound on the gross weight of the mails, it was necessary to impose on newspapers sent by that route, a postage of threepence each. I lost no time, however, in communicating with the Railroad Company on the subject, both direct, and through the Imperial Post Office, pointing out not only the serious inconvenience to which the public of this Colony was exposed by such an unusual charge, but the injurious effect which it could not fail to have upon the interests of the Company itself. lam glad to state that these representations have induced the Company to make such a reduction in their transit charges, as have enabled me to reduce from threepence to one penny the Colonial postage for the transmission of newspapers by this route to the United Kingdom. With a view of reducing the heavy payment with which New Zealand has been charged on account of the Suez Mail Services, and of obtaining the greatest amount of benefit from the service via Panama, which is maintained at so large a cost to the Colony, directions have been given for correspondence between New Zealand and the mother country to be sent by the route of Panama, unless specially addressed via Suez. This has largely diminished the number of letters sent by the latter route, and has resulted in a very considerable saving to the New Zealand Government. Although some inconvenience may have resulted from this arrangement in the first instance, this will cease to be the case as the regulation becomes generally known and understood, and effectual means having been adopted both here and in Great Britain to make the regulation public, I trust that any such inconvenience may be of short duration.

Tables (Nos. 1 and 2) are appended to this Report showing the amount of correspondence sent and received by the Suez and Panama routes respectively, as well as the estimated cost of conveying the mails across the Isthmus of Panama, and the total amount of postage collected on such mails. The results shown by these tables are interesting and important. Suez Service. Since the establishment of the mail service via Panama, the constant irregularities which formerly characterized the performance of the Suez services, and which were the source of such serious expense and inconvenience to this Colony have disappeared, and the mails by this route are now delivered with commendable regularity. In December last, I pointed out in a Minute, which your Excellency forwarded to the Secretary of State for the Colonies, that the then existing apportionment of the Colonial moiety of the cost of the Suez Mail Service was unfair to New Zealand. It was suggested in this Minute that instead of the Colonial moiety being apportioned once every three years on the basis of the average amount of correspondence for each Colony during the then preceding three years, it should be apportioned every year on the basis of the actual amount of correspondence carried during the year. This suggestion has been acceded to by the Imperial Post Office, and has, together with the diversion of the bulk of New Zealand correspondence to the Panama route, had the effect of very considerably reducing the contribution of this Colony to the cost of the Suez service. This contribution for the year 1866 was £23,494 9s. 6d., whereas for the year 1567 it is only £2,141 Os. lid. Intercolonial Steam Services. The service between Auckland and Sydney continues to be performed in a satisfactory manner by the boats of the Panama, New Zealand, and Australian Royal Mail Company. The contract with the Otago Steam Company, for the mail service between Melbourne and Port Chalmers, expired in December last, and tenders were invited both in New Zealand and Australia for a new contract. Tho only tenders which were received were, however, for nearly double the sum paid under the previous contract. Under these circumstances, I made a temporary arrangement with the Pauama, New Zealand, and Australian Royal Mail Company for carrying these mails ; and, after some negotiations, eventually concluded a contract (see table No. 11) with the same Company for the performance of this service for the sum of £500 per month—being an advance of £100 per month on the sum paid under the previous contract. The present subsidy is, however, very much smaller than that paid two or three years ago. The Department was relieved from considerable embarrassment by the prompt manner in which the Manager of the Panama Company placed that Company's vessels at my disposal, in the emergency referred to, at the same rate of subsidy as had been paid under the expiring contract. I must express my acknowledgment of the liberal and considerate spirit wliich has characterized Captain Benson's dealings with the Department in this and other instances. When in Melbourne, in March last, I pressed upon the attention of the postal authorities of Victoria the unfairness of the arrangement so long in operation under which the Victorian Government retained the sea postago collected by it on correspondence for New Zealand posted in Melbourne, and forwarded in mail steamers subsidised by the New Zealand Government. The reasonableness of this complaint was admitted, and the postage in question is now credited to this Department. Tho operation of an opposite system during the last few years has been the cause of considerable loss to the New Zealand Post Office. Interprovincial Services. These services have been performed up to the present time under the contracts which were in operation at the date of my predecessor's report. The services, comprising four trips per month each way, have been well performed, and the subsidies paid for them are very moderate. In compliance with the recommendation of the Select Committee of last session, the two supplementary services to Hawke's Bay, Nelson, and Taranaki, have been discontinued, whereby a saving of £3,600 per annum has been effected. In order to provide for the conveyance of the mails previously forwarded by these supplementary services, a modification in the Time Table of the remaining coastal services has been adopted, which, although somewhat less convenient than the old table to certain parts of the Colony, is the best arrangement of which circumstances admit. Notice has been received from tho New Zealand Steam Navigation Company of their desire to terminate their present contract, and fresh tenders have been called for. The electric telegraph has been found during the past year to be of the greatest use in regulating the movements of these mail steamers, and in affording to the public such information as to their departure and arrival at the several ports as greatly facilitates the due despatch of the mails, and promotes the convenience of the public. A table (No. 12) is annexed to this Report, showing the cost of the existing Interprovincial Services. Revenue and Expenditure. The Select Committee of the House of Representatives on the Postal Service, in 1866, in addition to the recommendations above quoted, proposed certain alterations in the rates of postage collected in New Zealand, with a view of removing to some extent, the serious disproportion which exists between the Revenue and Expenditure of the Department. In compliance with this proposition, a Bill was introduced into Parliament during the last session, and was passed into law, under which the following rates of postage have, since the Ist January last, been collected on all correspondence sent by Post within the Colony: — Town Letters. As these rates have only been in operation for six months it is too early to speak with certainty of the exact effect upon the revenue which this change is likely to produce. As far, however, as an opinion can at present be formed, the result is very satisfactory, and there is little doubt that the additional revenue estimated by tho Committee, will bo actually realized. Tho number of newspapers sent through the Post during the six months ending 30th June was 1,511,317, as against 2,049,593 (see tables Nos. 16 and 17) sent during the corresponding period of 1866. Taking into consideration the number of newspapers which it is known are now distributed by private means, there is no reason to apprehend that the newspaper circulation throughout the Colony has been materially diminished. Melbourne Postal Conference. On the 22nd September, 1866, a Despatch was addressed by the Secretary of State for the Colonies to the Governors of the several Australasian Colonies, announcing that notice had been given for the termination of the existing contract for the conveyance of tho mails between Point de Galle and Sydney, and inviting these Colonies in combination to provide for this service in future. In consequence of this communication, a Conference of Representatives of the Australasian Governments (except that of AVcstern Australia) was held in Melbourne in March last, for the discussion of the whole question of Ocean Postal Communication, and with a view of arriving if possible at an arrangement on this subject which should secure the concurrence and support of all the Colonies. Tour Excellency was pleased to appoint Mr. Crosbie Ward and myself to represent tho Government of New Zealand at this Conference. A full account of its proceedings, and of the conclusions adopted by it, is furnished in papers which have, by your Excellency's command, been laid on the table of both Houses of Parliament. It will therefore suffice if I here briefly state that the Conference unanimously agreed in the desirability of establishing three lines of postal communication with the Mother Country—viz., one by Torres Straits and Suez, one by King George's Sound and Suez, and one by New Zealand and Panama ; —the total cost of this scheme is estimated not to exceed £400,000, and is proposed to be divided equally between the Mother Country and the Colonies ; the Colonial moiety to be again divided in the following proportions, viz.: — £ Victoria 50,000 New South Wales 50,000 New Zealand 50,000 Queensland 27,500 South Australia ... ... ... ... ... ... ... ... 15,500 Tasmania 4,000 Total £197,000 A Memorial to Her Majesty, praying the concurrence of the Imperial Government in this scheme, was signed by all the members of the Conference on behalf of their respective Governments, and was sent home in March last. No answer to this Memorial has yet been received. Miscellaneous. The Inspector of Mails has at my request prepared a new set of Instructions to Postmasters in New Zealand. This task has been performed by Mr. Gray in a very creditable manner, and his compilation furnishes the several officers with rules for their guidance so clear and comprehensive, as cannot fail to contribute materially to the efficient discharge of the duties of tho Department. Appended to this Report is a Comparative Table (No. 4) of the Average Number of Letters and Newspapers in ono year for each person in the United Kingdom, in Victoria, in New South Wales, and in New Zealand; from which it will be seen that the correspondence of this Colony contrasts very favourably with those of Victoria and New South Wales. In compliance with the recommendations of the Civil Service Commissioners, the printing of Postago Stamps, which was formerly part of the work of my Department, has been transferred to the Government Printing Office.
