Your Committee, having examined several witnesses, and given their careful consideration to the important questions at issue, have agreed to the Bill for consolidating and amending the Gold Fields Acts which is now before your Honorable House. Tour Committee, having regard to the various interests involved, recommend the adoption of the provisions for the better management of the Gold Fields contained in the said Bill. With regard to the Order of Eeference of July 19th, ordering "Thatthe Order ofEeference to the Select Committee on the G-old Fields Acts be extended as follows :—' And that inasmuch as the administration of the Gold Fields has been delegated to Provincial Executives, the Committee be further instructed to consider and report as to whether the power of legislation might not also with advantage be extended to Provincial Legislatures ; or whether the administration, as well as the legislation, ought to be in the hands of the General Government.'" Tour Committee report the following resolution : —That the administration and legislation of the Gold Fields should remain, as at present, in the hands of the General Government, and that the clauses as to Mining Leases should come under the operation of the delegated powers.
