FURTHER PAPERS RELATIVE TO INCREASING THE NUMBER OF MEMBERS OF THE LEGISLATIVE COUNCIL.
No. l. COPY OP DESPATCH FROM GOVERNOR SIR GEORGE GREY, K.C.B., TO HIS GRACE THE DUKE OF NEWCA3TLE, K.G. Government House, Auckland, 12th January, 1863. My Lord Duke, — I have the honor to enclose a Memorial from the Legislative Council of this Colony to Her Majesty, praying that the number of Members of the Legislative Council should not exceed threefourths of the number of the Members of the House of Representatives for the time being; and that no greater number of new members be appointed, in any one year, to the Legislative Council in addition to those required to fill up vacancies by deaths, resignations, or other causes, than would amount to one-eighth of the entire number of members composing the said Council. 2. This Memorial having been referred to my Responsible Advisers, they have informed me that they have no observation to make upon it, from which I presume that they concur in its prayer. I have, &c, G. No. 2. copy of DESPATCH from his grace the duke of Newcastle, k.g., to governor sir george GREY, K.C.B. Downing Street, 17th April, 1863. Sir,— I have received your Despatch, No. 2, of the 12th of January, forwarding a Memorial from the Legislative Council to Her Majesty, praying that a limit may be fixed to the number of its Members. I request that you will inform the Speaker of the Council, by whom the Memorial is signed, that the Address has been duly laid before the Queen, and that Her Majesty was pleased to receive it very graciously ; but that I have not found in this document any sufficient ground for advising that Her Majesty should by her Royal prerogative limit the number of the Legislative Council, which number is not limited by the law of the Colony.
