(a) This Balance is a liability on account of outstanding engagements, or as Surplus Revenues due to Provinces. (5) This Balance represents the unauthorised Expenditure of the Government from Ist January 1853 to 30th June, 1856, and will be provided for from the Colonial Revenues by the annual charge of 2 per cent, as a Sinking Fund, in discharge of the Loan by which the money will be temporarily raised. (c) On the settlement of New Zealand Company's Debt on the sth April, 1858, these Balances will be reduced by the sum of £68,370 15s, allowed as deduction, in terms of the Act oi Parliament for discharging the claims of the New Zealand Company on the proceeds of the Sales of Waste Lands in New Zealand. 0 (d) This Debt will be adjusted in the settlement of the New Zealand Company's Claim.
