BITTER DEBATE AMENDMENTS IN AMERICA WASHINGTON. March 5 The Senate debate was the bit?ore3t to-day on Senator Ellender's amendment opposing the use of American armed forces abroad. The discussion thereon is likely to be prolonged. Earlier the Senate unanimously decided on seven amendments, repre- • ions. The chief one empowered Congress to end the President’s special powers under the Bill at any time by a simple majority of both Houses; (2) tighten Congressional control of spending under the programme; (3) requiring the President to accept valuation of defence articles and appraisals from the Secretary of War and Navy. **s jf| RUSSIAN ULTIMATUM RUMANIAN NAVAL BASES LONDON. "I The Berlin correspondent of the New York Times expresses the opinion that Hitler's note to Turkey has produced a placating effect both in Turkey and Russia. He reports that Berlin official quarters point out that the Soviet was fully informed of the German intention to occupy Bulgaria, and any critical observations from Soviet quarters, therefore, must be accepted as fitting into the elastic framework of those diplomatic and political privileges and prerogatives of a detached onlooker.
