NAVAL AND AIR BASES STATEMENT BY MR HULL (United Press Asn.—Elec. Tel. Copyrlgnt) (Received Oct. 15, 3.15 p.m.) WASHINGTON. Oct. 14 Mr Cordell Hull said America is discussing naval and air base facilities with various South American countries, but there is no question of any change of sovereignty. He added that exchanges are occurring regarding all phases of Western Hemisphere defence, all within the scope of the Havana and Panama Conferences.
