ADVICE TO AMERICA ASSISTANCE FOR AXIS (United pre« Assn.—Elec. Tel. Copyright) (Received Oct. 14. 3.15 p.m.) TOKIO, Oct. 13 Mr Matsuoka, Foreign Minister, at a mass meeting in celebration of the Japanese-Axis Pact, said: “I think Germany and Italy will win the war. However, in the event of the war turning unfavourably against them, Japan must be prepared to assist.” “Japan concluded the alliance because Germany and Italy recognised Japan’s guiding principle of 2600 years, the Hacho lchiiu, meaning the eight corners of the universe under one roof. The Powers in the new alliance would welcome other Powers, such as the United States, should they desire to join in the spirit of the Hacho lchiiu. “However vve are firmly determined to eliminate any nation which obstructs the Hacho lchiiu. We want peace for China as soon as possible, but it must be an honourable peace.”
