GERMAN PREPARATIONS SECOND SUMMER LIKELY (United Press Asn.—Elec. Tel. Copyright) (Received Sept. 30, 3.15 p.m.) LONDON, Sept. 29 Naval circles have issued a warning that the autumn and winter will not remove the danger of invasion. A seasonal lull like a second summer, which usually occurs in the new few weeks, will permit flat-bottomed boats to navigate the Channel. The German preparations at the Channel ports are too consistent to constitute merely an attempt to divert British bombers
