Herr Terboven, in a broadcast, admitted the failure of the negotiations to bring the Norwegian political parties into line with the German demands, and the Germans had therefore decreed: (1) The Royal House is to be abolished and the Royal Family and the Norwegian Government abroad permanently exiled. (2) A German-controlled Council of State consisting of 13 members is to be appointed. (3) All political parties are to be dissolved. Herr Terboven said the political parties had hitherto prevented the people from learning the truth of German aims and had consistently aimed at a pro-British reorientation.
