Copyright) LONDON, Sept. 21 The correspondent of the Times in the Balkans says evidence is accumulating that German military co-oper-ation with Rumania is tantamount to German control. General Avitonescue, the Rumanian “Leader,” has appealed to Germany to reorganise the army. It is reliably reported that preparations have been made to enable German aircraft to land at the Floresti airport, near the oilfields, and German Black Guards are reported to be encamped at two places in the same area. Great activity has been observed at the Russian Legation, which is alarmed at these developments and regards the new Rumanian Government with deep suspicion. Tie continued arrival of Russian reinforcements is reported on the Bessarabian front. Bucharest newspapers to-day published accounts of Hungarian atrocities in Transylvania. Some of the outrages, including the crucifixion of a priest in a church tower, are known to be true. Fifty thousand Bulgarian troops have begun the occupation of South Dobruja, recently returned by Rumania to Bulgaria.
