LOANS FROM AFRICA BRITISH GRATITUDE (United Press Asn.—ETiec. Tel. CopyrlgM) (Received Sept. 21, 3.15 p.m.) LONDON, Sept. 20 The British Government has accepted with gratitude the offer of the Kenya and Uganda Railways and Harbours Administration to lend the Government a second £IOO,OOO free of interest for the duration of the war. The first loan of £IOO,OOO was made in July.
