OPTIMISM IN AMERICA (United Press Asn.—Elec. Tel. Copyright) WASHINGTON, Sept. 19 The United States Secretary for War, Mr H. L. Stimson, informed newspaper reporters that the War Department’s advices on Britain’s chances of victory were much more optimistic than they were six weeks ago.
