MR ROOSEVELT'S WARNING PHILADELPHIA, Sept. 20 Presidont Roosevelt, in a speech, said: ‘‘l regret to say that oven to-day there are demands for the return of government to the control of those few who, because of their business ability or economic omniscience, are supposed to be just a touch above the average of our citizens. The greal danger is that once governmen* falls into the hands of a few elite people curtailment or even the abolition of free elections might be adopted as a means of keeping them in power. Free elections mean the enduring safety of our form of government. No dictator in history dared run the gauntlet of a really free election.” , Mr Roosevelt said the Germans despaired of their democracy and listened to the new cult of Nazism, in which the minority were offered “bread, shelter and better government by the rule of a handful of people who had special aptitude for government, but making no mention of the abolition of free elections. Many people in large businesses, dissatisfied with the democratic system, formod political and economic alliances with this group, '“You and I know the subsequent history of Germany,” said Mr Roosevelt. ROME, Sept. 20 Ribbentrop, after telephoning Hitler and a further talk with Mussolini and Ciano, announced that he had concluded his Italian visit and is returning to Berlin to-morrow, after which he will again confer with Senor Suner regarding Spain’s co-operation with the Axis. To-day’s Rome talks wore the subject of varying interpretations, but, Italian and German informed circles agreed that the conferences were essential because of the “decisive stage which tho war has reached” with the bombardment of London and the invasion of Egypt. Apparently a clarification of Axis interests in Africa is one of the most important aspects of the talks, including the price payable fer Spain’s immediate entry into he war. The Germans declared that the elimination of Britain from Africa will follow the liberation of Egypt, which win remain independent if it does not fight against the Axis. Senor Suner has apparently been told bluntly the extent of Spain’s territorial re ward in Gibraltar and Morocco will be governed by the degree and urg•ncy of Spanish co-operation.
