SPEEDING UP PRODUCTION (United Press Asn.—Elec. Tel. copyright) WASHINGTON, Sept. 18 The United States War Department has asked Congress to appropriate 300,000,000 dollars to speed up national defence by placing aircraft factories on a 24-hour basis instead of the present eight or 16 hours.
