Copyright) (Received Sept. 16, 11 a.m.) LONDON, Sept. 15 The city institutions are daiiy improving their arrangements for continuing operations in what at present is the front line of the war. Lloyds announced that part of its air raid shelter is reserved for underwriters and brokers who wish to transact insurance business during the raids. Some banks are continuing their internal work in shelters, but business with the public is still interrupted by sirens. The Stock Exchange goes to earth when the warnings are sounded. More and more business is being transacted provisionally underground and then confirmed when the jobbers return to their books.
