AMENDMENTS IN AMERICA TESTING VOLUNTARY SYSTEM (United Press Assn.—Elec. Tel. Copyright) WASHINGTON. Sept. 5 The House of Representatives tentatively adopted an amendment to the Conscription Bill postponing the draft for 60 days in order to test the voluntary sytem. The amendment, which was sponsored by Mr Hamilton Fish (Republican—New York), required the President to call up 400,000 volunteers. If after 60 days they were unobtainable, the draft could be exercised to fill the deficit.
