GERMAN GUARANTEE
SORROW IN RUMANIA PEACE IN THE BALKANS j (United Press Assn.—Elec. Tel. Copyright) | LONDON, Sept. 1 The Foreign Minister of Rumania, M. Manoilescu, in the course of a broadcast, said that Rumania had received an absolute guarantee from Germany “unlike any given to any country except Slovakia,” as part of the agreement, forced upon Rumania, to cede a large portion of Transylvania to Hungary. “Nevertheless,” said M. Manoil-
escu, “we must be allowed to express our sorrow.
“Nothing remained at the Vienna conference but to accept the verdict,” he added. “The two delegations there had no opportunity to speak. The verdict could not be changed.
“The Axis guarantee of the integrity and inviolability is nbt directed against anyone. It is aimed only at the security of Rumania and the maintenance of peace in the Balkans. Rumania will never abuse the guarantee for the provocation of any neighbour.
“Contrary to previous guarantees, the guarantors are powerful States. If Rumania’s territory is violated Germany will fight for Rumania. Our policy is an indissoluble union with the Axis.” !
Apology to Transylvania M. Manoilescu apologised to Transylvania. “I am sorry I am unable to tell what happened in Vienna,” he said. “The delegations made no concessions to Hungary. Refusal to accept arbitration would have meant great danger to our State. Now we have arrived at the end of our suffering. From this bitter cup we hope there will be something sweeter in th«? future.”
