RUSSIA AND RUMANIA SOVIET SENDS NOTE PROTEST BY HUNGARY (United Frees Assn.—Elec. Tel. CopyrJrht) LONDON, Aug. 28 Reports from Bucharest state that a clash between Russians and Rumanians occurred last Saturday in the neighbourhood of Herta, Northern Moldavia, and resulted in 50 casualties. Further incidents occurred on Monday, when Soviet aircraft allegedly violated the frontier by flying over the Falciu district. One Russian and one Rumanian aeroplane are reported to have been brought down. It is unofficially estimated that 20 Russian divisions are concentrated in the recently-ceded territories of Bessarabia and Northern Bukovina. The Sov,iet is reported to have sent a Note to the Rumanian Governments last night. The official Hungarian news agency states that a Rumania fighter attacked and damaged a Hungarian bomber on the eastern frontier of Hungary. A member of the crew was wounded. The Government has ordered the Hungarian Minister in Bucharest to protest against the attack. The news agency claims that the bomber was attacked while reconnoitring inside Hungarian territory. It adds that the attack constitutes “ a manifest act of war against Hungary.” It is officially stated in Bucharest that an investigation is being made into the alleged attack, and that Rumania is ready to give Hungary complete satisfaction if she is found “ guilty.”
