AMERICANS IN SHANGHAI ORDERS FROM WASHINGTON (United Press Assn.—Elec. Tel. Copyright) (Received August 21, 3.15 p.m.) SHANGHAI, August 20 The American Association, at an emergency meeting, passed a resolution that a strong protest be made to Washington, after reports that Washington had ordered Admiral Hart to accept the new Japanese plan for the patrol of the British defence sector. It is disclosed that the Japanese first made a proposal that volunteers take over the sector instead of Americans, to which Washington agreed and ordered Viscount Hart and Mr Peck to abandon their stand for marine occupation. Admiral Hart has sailed for Tsingtao. Meanwhile Scottish and Jewish civilian companies of volunteers are being mobilised to take over the sector.
