SOUTHWARD POLICY VITAL TALKS IN JAPAN NETHERLANDS EAST INDIES (United Press Assn.—Elec. Tel. Copyright) M (Received August 21, 3.15 p.m.) TOKIO, August 20 After Cabinet talks Ministers indicated that the Japanese Government is near an important decision regarding its southward policy, particularly regarding the Netherlands East Indies. After a regular meeting the service Ministers discussed the problem, after which the Foreign Minister reported thereon to Prince Konoye, and then proceeded to the Throne.
