HUNGARIAN PROPOSALS REJECTION BY RUMANIA FUTURE OF TRANSYLVANIA (United Press Assn.—Elec. Tel. Copyright) (Received August 20, 10.45 a.m.) LONDON, August 19 Rumania is reported to have informed Hungary that the proposal for the return of two-thirds of Transylvania could not be considered. Rumania has issued counter-pro--posals for the exchange of population and the cession to Hungary of sufficient territory to cover the exchange. The Hungarians have sought time to consider Rumania’s reply. Rumanian-Bulgarian negotiations on the future of South Dobrudja have opened at Cairo.
