WORK OF RECONSTRUCTION GOVERNMENT PROGRAMME (United Press Assn.—Elec. Tel. Copyright) VICHY, Aug. 11 The Petain Government has begun its reconstruction programme for housing and the agriculture industry. The reconstruction has begun of twenty ports, including Cherbourg, Le Havre and Marseilles. About 300 trains weekly are operating between occupied and unoccupied France as a result of the reconstruction of the war-devastated communications.
