CESSION OF TERRITORY

RUMANIA AND BULGARIA (United Press Assn.—Elec. Tel. Copyrlg-nt) BUCHAREST, Aug. 10 Rumania and Bulgaria are reported to have reached an agreement regarding the southern Dobruja, involving the cession of a large strip of territory to Bulgaria and an exchange ot populations. The Rumanian Government has enacted three anti-Jewish decrees as a form of appeasement for the Iron Guard, which is opposing the surrender of the territory. The Budapest radio states that Bulgaria and Hungary have concluded a cultural agreement.
