DESIRE OF RUMANIA
WILL MAKE CONCESSIONS PROAXIS POLICY (United Press Assn.—Elec. Tel. Copyright) BUCHAREST, August 9 The Rumanian Prime Minister, Dr. Gigurtu, said in a statement that Rumania must make territorial concessions to preserve peace in south-east Europe. “Rumania finds it necessary to follow a pro-Axis policy which imposes painful sacrifices,” he said. “Nevertheless Bulgaria and Hungary should be moderate in their demands. “If Hungary demands territorial cession Rumania will be compelled to yield, but will demand the complete transfer of minorities. Bulgaria’s claims will be settled soon, but the settlement of Hungary’s is much further away.” The Bulgarian Foreign Minister, M. Ivan Popoff, and a delegation, arrived and lunched with Dr. Gigurtu. The Rumanian Foreign Minister, M. Manoilescu, and the Rumanian Ministers at Sofia and Belgrade will represent Rumania in talks beginning at Craiova, in southern Rumania, today. Rumania has officially invited Hungary to negotiate. Stirred Up Hornets’ Nest It is stated that Germany’s insistence on the exchange of populations has stirred up a hornets’ nest where she most wanted peace. The exchange of populations would mean the exchange of 500,000 mountain people for plainsmen. No settlement is satisfactory to the Axis without exchange, but no settlement seems possible with exchange. Twenty-two leading members of M. Maniu’s anti-revisionist faction were sent to a concentration camp yesterday. M. Maniu, former leader of the Peasant Party, has recently been urging forcible resistance to the return of Transylvania to Hungary.
