COMPLETE AGREEMENT PAN-AMERICA CONVENTION (United Press Assn.—Elec. Tel. Copyright) HAVANA, July 28 The sub-committee for the Preservation of Peace has agreed on full details of the Havana declaration on colonies, which are being submitted to the full committee later today. The declaration asserts the principle that colonies cannot be transferred to non-American Powers, reasserts the Woodrow Wilson doctrine of self-determination, and establishes machinery to deal with emergencies and provisional administration, if necessary. The full Committee for the Preservation of Peace, after a night session, announced a complete agreement regarding the convention reference to colonies, but it has not completed the editing. It is expected that the agreement can be adopted on Sunday. The conference will end on Tuesday at an open plenary session with the signing of the colonies declaration.
