REGULATION OF PAYMENTS BRITAIN, PORTUGAL, HUNGARY (United Press Assn.—Elec. Tel. Copyright) LONDON, July 27 Arrangements made with the Portuguese and Hungarian authorities for regulating payments between the United Kingdom and the Portuguese Empire and Hungary come into effect on Monday. The arrangements are in accordance with other recent steps for the complete adjustment to war requirements of the machinery for the control of sterling exchange, under which a payment between the sterling area and the countries outside it is made through special and registered accounts in London banks, thus prohibiting, in effect, a comprehensive clearing arrangement.
