RESTRICTIONS ON EXPORTS STRONG PRESS COMMENT OIL FROM EAST INDIES (United Press Assn.—Elec. Tel. Copyright) LONDON, July 27 The Japanese Foreign Office spokesman, Mr Suma, declined to comment on the United States’ embargo on exports of scrap iron and oil, pending receipt of official information, says a message from Tokio. However, he said that Japan was negotiating with the Netherlands East Indies for an increased oil supply. It is reported that Japan will strongly protest against the alleged beating of Japanese by six drunken Dutch soldiers in Central Java on July 22, because the Netherlands guaranteed the protection of Japanese residents. A message from Shanghai says the Japanese-controlled press bitterly attacks the American embargo, which, the Tairiku Shimpo says, “demonstrates America’s conspicuously unfriendly and challenging attitude toward Japan.” This journal adds: “The tension between America and Japan has reached the final stage where it will be difficult to break the deadlock.” The Shinsumenao says: “Undoubtedly Japan a blow to the aggressive American policy in the Far East.” Japanese Landing According to a report from Hongkong the Japanese have issued a bulletin stating that bluejackets, supported by a bombardment from warships, have Hnded at Nong-hai Bay, in Chinese territory. The Japanese Domei news agency reports that the Japanese have occupied Shuikowchen and are further tightening control on the Indo-China border. ARREST IN JAPAN NINE BRITISH SUBJECTS (Official Wireless) (Received July 29, 3.15 p.m.) RUGBY, July 28 It is confirmed here that nine British subjects, mainly business men. have been arrested in Japan, and it is authoritatively stated that diplomatic representations will be made to the Japanese Government with all speed. The United States Maritime Commission announced that it has approved of a charter to Russia for a Standard Oil tanker to transport petrol to Vladivostock.
