ARREST OF FRENCHMEN EXPULSION OF ENGINEERS PROTEST TO GERMANY (United Press Assn.—Elec. Tnl. Copyright) BUCHAREST, July 26 The police have arrested nine French managers and technicians employed in the Rumanian oil industry. All are mentioned in the German White Book alleging a British and French plot to sabotage production. The French Ambassador has protested to Berlin. Rumania has also expelled 20 Frenchmen who are directors or engineers of the French and Belgian oil companies, Columbia and Concordia. They include the managing director of the Concordia Company. It was announced the previous day that following the publication of the White Book the Rumania Oil Commission had taken action amounting to confiscation of the country's biggest oil undertaking, Astra Humana, owned by Anglo-Dutch interests.
