NOT TO GO TO SPAIN ALLEGED THREAT BY BRITAIN (United Press Assn.—Elec. Tel. Copyright) WASHINGTON, July 25 The Maritime Commission and the Treasury have refused to permit American tankers to carry oil to Spain, claiming that such voyages are too dangerous. It is unofficially suggested that Britain threatened action against such tankers on the ground that the oil would be transported to Germany from Spain. Mr Mortgenthau said the oi.l shipments to Spain were stopped because the cargoes appeared to be destined for Germany and Italy. He added that the action was not related to reports from London that Britain was trying to prevent oil reaching Germany across Spain. The Maritime Commission disclosed that it has refused to charter ships for the Japanese service, following its policy of keeping American tankers in the Western Hemisphere only. The Japanese bought more than 2,000,000 tons of American scrap metal last year, heavily increasing her purchases in anticipation of such an embargo.
