Tanner, in a broadcast address, pleaded with the Soviet Premier, M. Molotoff, to suspend hostilities and resume negotiations on Russia’s principles of self-determination and the rights of small peoples. M. Tanner recalled that Russia broke off negotiations and refused the United States’ offer to mediation, and rejected the Swedish overtures an l flatly spurned the League of Nations. "The door is still open,” said M. Tanner, “but if Moscow aims at the complete conquest of my country the Finns will fight on to the end. “The war will be fierce and will demand many victims who will shed their blood when other possibilities have not been examined.” A message from Moscow says the Government spokesman stated that the Soviet was not aware of M. Tanner’s broadcast.
