Copyright) (Received Nov. 9, 3.15 p.m.) LONDON, Nov. 8 Speaking at Munich in a fatigued hesitating voice at the anniversary of the Beerhall Putsch, 1923, Hitler ascribed the failure of the German Government in the last war to the fact that it was dragged into war under unfavourable circumstances.

He added: “Our enemies of 19141918 are the same to-day. It was said then that Britain fought for justice and had done so for the past three centuries, for which she received from the Lord 40.000.000 square kilometres and 480.000.000 people to rule. England declared that she fought for civilisation, but this could only be found in slum areas, distressed areas, and in Whitechapel. England said she fought for humanity, not against the German people but against the German Government. Messrs Churchill and Chamberlain spoke thus in an endeavour to separate the Germans from their Government.

“In 1918 the victors spoke of a just peace; England and France promised to disarm, it is quite conceivable that a nation of 44,000,000 gaining rule over 450.000,000 wants peace and order. Britain claims she is going to rid the world ■of war; that is what she always has done. It was planned after the last war that we lay down our arms trusting to Britain’s word that the colonies were to be redistributed. The League of Nations was to crown the whole plane, but the League only succeeded in sterilising it. Will Not Be Cheated Again "The German people will not be cheated again. The Allies’ promises in the hour of victory were all lies. Where is the much vaunted freedom of peoples? Where are all the promises of colonies? Where is the assurance of general disarmament?—All lies. If one Englishman says that England’s frontier lies on the Vistula, I will tell him: ‘Sir, get back to your Thames.’ If an Englishman speaks of culture, I tell him: ‘Sir, the Germans had culture before England thought of it.’ “If the British declare they are responsible for peoples in Central and South-eastern Europe, we equally are responsible for the peoples of Central and South-eastern Europe, and we are equally responsible for Palestine and India. “When Lord Halifax refers to culture and art, I answer: ‘We accomplished more in six years than Britain did in 100 years.’ Events in Poland showed how little Britain was interested in the fate of that country; otherwise she would have declared war on Russia, but the British say they have other war aims.

"If the British are fighting to end war they should not have started this one. W T e are convinced there will be war until there is a just division of the world’s riches.

"We also are convinced that there must be an end to war, which must not recur every few years, but each nation must limit its interests to its own sphere. Britain must realise that any attempt to establish a police dictatorship will fail. We are" fighting for the security of our people. Germany is filled with unconquerable will. Britain does not want peace. “I already have spoken in the Reichstag and I have nothing to add to that. The rest will be said in a language Britain will understand, I legard it as a triumph of commonsense that we reached an agreement with Russia.

"Germany with Russia will never never capitulate. The day war broke out I gave Marshal Goering orders to prepare for a five years’ war.

“Our strength against outside enemies is great and as steadfast as our internal struggle. We are spiritually and economically armed. .We have developed all our resources to the last detail. They will never lay us low, economically, nor militarily. There can be only one victor—that is us.”

Hitler, concluding by paying a tribute to the victims of the 1923 putsch, added: “Our Party comrades, Our Party. Our German people: above all our victorious Army. Sieg Heil!”

His tone changed from its earlier hesitance to bitterness and sarcasm. He spoke for 50 minutes.

Both defeated the pension plan by heavy majorities. Mr Johnson’s election as Governor of Kentucky proved the continuing strength of the New Deal. San Francisco re-elected Mayor Rossi. Salt Lake City elected Mr A. B. Jenkins, the famous automobile racing driver, as mayor by an unofficial majority of 12 votes.
