LOSS OF ROYAL OAK : UNDUE RISK TAKEN
LOSS OF SUBMARINE : U-BOATS MASTERED (Official Wireless) (Received Nov. 9, 11 a.m.) RUGBY, Nov. 8 Mr Winston Churchill, First Lord of the Admiralty, in a statement in the House of Commons on the result of the official inquiry into the sinking of the Royal Oak in the early hours of October 14 said that although a full statement could not be made for naval reasons the long-famed immunity of Scapa Flow had induced both the Navy and the Admiralty to accept undue risk. This risk, however, had been no greater than the inevitable risks accepted by the fleet in the routine of keeping the seas safe.
The belief in the inviolability of Scapa Flow was so great that the first torpedo was thought to he an air attack. The Admiralty had learned a bitter lesson. Nothing further would be taken for granted and every joint in our harness tested and perfected.
