EMPIRE TRAINING SCHEME DIFFICULTY OF FINANCE (United press Assn.—Elec. Tel. Copyright) OTTAWA, Nov. 7 The Empire air training plan is proving difficult to arrange financially. Britain has proposed that Canada make the initial expenditure, estimated at 700,000,000 dollars, the other countries to reimburse her in ratio to the number of pilots trained. The difficulty is that Canada can not foretell the length of the war and is thus uncertain of the amount she should charge per pilot.
Australia and New Zealand are not participating in the discussions until Britain and Canada reach a solution.
