BELGIUM AND HOLLAND PROPOSALS FOR PEACE FACILITATING NEGOTIATIONS (United Press Assn.—Elec. Tel. Copyright) (Received Nov. 8, 11.40 a.m.) THE HAGUE, Nov. 7 A communique, in announcing the dispatch of a telegram containing tentative propsals for peace, says: “The Foreign Ministers attended King Leopold and Queen Wilhelmina, who decided to address the rulers of France, Britain and Germany with the object of facilitating negotiations. “This initiative of the Sovereigns is a new sign of the common views of solidarity existing between Belgium and Holland.”
