Copyrlzat| (Received Nov. 7, 11 a.m.) LONDON, Nov. 6 The Brussels correspondent of the News-Chronicle says it is reported from the Belgian Congo that a French submarine torpedoed and sank the German U-boat supplyship Togo in the vicinity of Lobito.
