Copyright) NEW YORK, Nov. 6 The State municipal elections which will be held throughout the country to-morrow may indicate political trends for 1940. Polling in California and Ohio may provide a cross-section of national sentiment on social legislation and radical pension plans. Both States will vote on “ ham and eggs ” proposals. The Californian plan promises 130 dollars a month for unemployed over 50 and the scheme in Ohio 50 dollars a month to those over 60. The Californian plan is similar to that defeated last year by 200,000 in a poll of 2,000,000. It is based on the remnants of Upton Sinclair’s EPIC plan and Dr. Charles Townsend’s pension plan, but both Dr. Townsend and Upton Sinclair are opposing it. Nevertheless a highly organised campaign has caused fears that the plan might be carried in spite of assurances that it is economically impracticable and ruinous to the State. Elsewhere the issues are local.
