PROPOSAL BY RUMANIA STRENGTHENING OF ITALY PREPARING FOR “ TO-MORROW ” United Press Assn.—Elec. Tel. Copyright) LONDON, Nov. 4 The Rumanian Charge d’Affaires at Athens handed to the Turkish Foreign Minister, M. Saracoglu, a proposal to create a group of neutral Balkan States, including Bulgaria, says a message from the Greek capital. A similar memorandum has been submitted to the other Balkan capitals. An Italo-Bulgarian supplementary trade protocol has been signed, says a message from Sofia. “ Italy is strengthening her will and forces for to-morrow,” said Signor Mussolini, when speaking at the anniversary celebration of the Italian victory over the Austrian forces at Vittorio Veneto. His speech lasted only two minutes, but he appeared on the balcony seven times to answer the applause of a crowd of 50,000. Yugoslavia has prohibited emigration, according to a telegram from Budapest.
