AMERICAN NEUTRALITY MYSTERY OF THE WAR MORE PROCLAMATIONS (United press Assn.—Elec. Tel. Copyright) (Received November 4, 11 a.m.) WASHINGTON, Nov. 3 President Roosevelt, in a statement, said: “ I am very glad that the Bill has restored the historic position of the neutrality of the United States.” He indicated that he would issue several implementing proclamations tne moment he gets the signature to the measure today or tomorrow. Answering a variety of questions Mr Roosevelt said, concerning the request for the recall of the American Ambassador from Russia that he never believed that bad manners should beget had manners. The mystery as to why Admiral von Raeder warned the Iroquois that it would be sunk on October 5 would remain unclarified until the end of the war. He expressed doubt as to whether German vessels would take advantage of the safety zone to enter in-ter-American commerce. Motions Defeated The House of Representatives rejected a motion demanding the insertion of the mandatory inclusion of the arms embargo, thus ensuring its repeal. A conference of the two Houses on the neutrality issue is expected to be merely formal, approval of the Senate’s version enabling both Houses finally to approve of the measure late tomorrow or on Saturday, whereby the Bill, will become effective at the latest early next week. The House of Representatives’ procedure permitted a three-day debate on instructions of the conferees, after which the House began voting on a series of instructions, all designed. to amend the Senate’s Bill. The first, Mr Wolcott’s amendment banning Governmental agencies from financing belligerents’ purchases, was rejected by 228 to 190. The second amendment, moved by J. M. Vorys (Ohio), was rejected by 244 to 179. The third, by Mr Stanley, was rejected by 243 to 181 votes.
