PORTO RICO BASES
AEROPLANES AND SUBMARINES (United Press Assn.—Elec. Tel. Copyright^ WASHINGTON, Nov. 1 The first 8,300,000 dollars contract has been awarded for the construction of an air and submarine base on Grande Island, in San Juan Harbour, Porto Rico. It is understood that the construction will be begun immediately. The base will be the greatest aviation station in the Atlantic and will strengthen the Panama Canal defences.
