STALEMATE IN NEGOTIATIONS MEDIATION NOT REQUESTED (United Press Assn.— Elec. Tel. Copyrlgljl) (Received Nov. 1, 1 p.m.) HELSINKI, Oct. 31 Though the Foreign Office spokesman expressed the opinion that agreement with the Soviet is still possible there is a strong feeling in political circles that a stalemate is impending. It is officially denied that Finland has invited a third Power to arbitrate on the differences.
