LORD GALWAY’S TRIBUTE (By Telegraph.—Press Association) WELLINGTON, Saturday. Addressing the annual meeting of the council of the Boy Scouts’ Association, the Governor-General, Lord Galway, stressed the value of scout training. He said the movement was not military in any shape or form, but it followed parallel lines to many other forms of training, including military training. There was that in scout training which would prove of high value in war, in maintaining morale .and keeping up the, morale of others. Those who kept their heads in an emergency and remained cool, inspiring confidence in others, were the greatest asset the country could have.
