BRITAIN’S ATTITUDE RUSSIAN-GERMAN “BOGEY” (United Press Assn.—Elec. Tel. Copyright) (Received Sept. 30, 3.15 p.m.) LONDON, Sept. 29 Highly placed circles’ comment on the new Russian-German “bogey” is that it does not change the war position or Britain’s policy to redeem Europe from recurrent aggression. A semi-official statement issued in Paris rejects the peace offer in advance. The Maharajah Jam Saheb of Nawanagar has offered his personal services to Britain, and 10 per cent of the gross revenues of his State for the duration of the war. The Jam Saheb served in the British Army in Egypt and Waziristan for 10 years, retiring as captain in 1930. He now holds the rank of lieutenant-colonel.
