RUGBY, Sept. 29 The Guatemalan Foreign Mini.ter, Dr. Carlos Salazar, has given an emphatic denial to the Berlin broadcast announcement of September 26 that he had declared to a consultative conference of Foreign Ministers at Panama that Britain was not fulfilling her obligations, as shown by the fact that the Belize (British Honduras) matter was still unsettled. In a communication to the German Minister at Panama Dr. Salazar says it is absolutely untrue that he made any such declaration, and he asked the German Minister to take the necessary steps to ensure that Germany transmit only statements which reflect the truth of incidents which actually have taken place.
