RUSH TO WESTERN FRONT PREPARATIONS BY HOLLAND MAY FLOOD COUNTRYSIDE (United Press Assn.—Elec. Tel. Copyright) LONDON, Sept. 28 The movement of German troops and material westward through Central Germany is at its height tonight, says the Basle correspondent of the Associaled Press ut Great Britain. Holland has raised the level of the water in her canals at all strategic points, with view to eliminating delay should defensive flooding of the countryside become necessary, says Reuter’s Paris correspondent. All the roads from Germany have been provided with anti-tank defences and signposts have been removed for many miles from the frontier.
