SOVIET AND ESTONIA
YIELD TO PRESSURE NAVAL AND AIR BASES (United Press Assn.—Elec. Tel. Copyright) LONDON, Sept. 28 A pact has been arranged between Russia and Estonia, states a despatch from Moscow. The terms are: (1) The two countries agree to assist each other in the event of direct aggression by any great European Power, either in the Baltic or through Latvia. (2) Russia undertakes to equip the Estonian Army. (3) Estonia allows Russia to maintain naval and air bases on the islands of Oesel and Dagoe and in the town of Paldiski, on the coast near Tallinn. The bases remain Estonian territory. (4) Both countries agree not to participate in any coalition against the other. (5) Both countries agree that the pact shall not affect sovereign rights, economic systems, and constitutions. (6) The pact shall be effective within six days and operate for 10 years. New Trade Agreement The. Tass news agency announces that the Soviet and Estonia have signed a new trade agreement. The 8.8. C. says that, attached to the pact is a trade agreement which provides for a four and a-half times ■ increase in the exchange of goods between the two Powers and an increase of Soviet goods through Estonian ports.
