GERMAN-SOVIET PROPOSALS NO NEED FOR CONTINUING HOSTILITIES SEEKING A SETTLEMENT WITH THE ALLIES (United Press Assn. —Elec. Tel. Copyright) LONDON, Sept. 29 A Berlin communique announces that the Moscow talks have resulted in a definite Polish settlement. It adds that the Russian and German Governments will now make a joint effort in co-operation with other friendly Powers to end the war between Britain and France and Germany. If these efforts are unsuccessful Germany and Russia will jointly consider the necessary measures. The communique is signed by the Russian Premier and Foreign Minister, M. Molotoff, and the German Foreign Minister, Herr vou Ribbentrop. It asserts that following Poland’s liquidation there is no necessity for continuing the hostilities. 4 If, however, Britain and France continue them the responsibility will rest on them. The agreement is permanent, says the communique. It denies the right of any third Pow r er to interfere. It also announces that the Soviet has promised to supply Germany with all the necessary war materials in exchange for German goodsThe German and Soviet Governments consider the agreement a sure basis for increasing the friendly relations between the two peoples. The Moscow radio also officially announces that a treaty has been signed and says it will operate immediately. It divides Poland and establishes permanent Russo-German frontiers. It also provides that there shall be no interference from either side in adjusting the territories under their control. In other words, the German part of Poland will be Nazi and the Russian part Communist. The Berlin correspondent of the British United Press says the agreement does not provide for the creation of a separate Polish State. The 8.8. C. comments as follows:—It should be noted that the Russo-German communique was issued in the early hours of the morning and no official British reply is as yet available.
