BLOW TO GERMANY VICTORIES FOR RUSSIA LONDON. Sept. 29 The Times says there Is no reason to believe that the Russo-German Pact will seriously change the situation, especially in view of Ml Maisky's assurances that the Soviet is maintaining neutrality. The Russo-German agreement leaves a great majority of the Poles to Germany, which has sustained a diplomatic reverse in the Baltic, Baltic observers say that Germany', bloodless victories have ceased, and Hitler and von Ribbentrop are now scoring them for M.
