SOVIETS ACTION IN EUROPE POSSIBILITY OF SENSATIONAL DEVELOPMENTS INQUIRIES BY BRITAIN RUMANIA’S NEUTRALITY (United Press Assn.—Elec. Tel. Copyright) LONDON, Sept. 28 Herr von Ribbentrop’s arrival in Moscow, coupled with reports of the possible formation of a new Balkan and Near Eastern bloc, led Soviet diplomatic sources to believe that sensational developments can be expected. A Russo-German military alliance is not ruled out. A Bucharest communique, emphasising the normal relations between Rumania and Russia, states that a declaration by M- Molotoff, guaranteeing Rumania’s neutrality, was handed to the Rumanian Minister in Moscow. The London Daily Telegraph says the Soviet Ambassador, M. Maisky, called on the Foreign Secretary, Viscount Halifax, yesterday, bringing Moscow’s reply regarding the future course of Soviet action in Europe. It is understood this indicated that Moscow could not at the moment definitely make a statement, since Soviet action was dependent upon other factors and events, over which they had no control. It is believed Lord Halifax also inquired the Soviet Government’s %ttitude regarding the opening of AngloSoviet trade conversations in Moscow. The response is not known.
