ULTIMATUM TO ESTONIA VIOLATION OF FRONTIERS (United Press Assn.—Elec. Tel. Copyright) LONDON, Sept. 28 The Tallinn correspondent of the New York Times says it is reported that the Estonian delegates got a very cold reception in Moscow, where Soviet Foreign Office subordinates informed Dr. Selter that a Russian ship had been torpedoed on the border line of Estonian and Russian waters. A British Broadcasting Corporation broadcast says it is stated that the Russian demands upon Estonia constituted an ultimatum. It is reported in a cablegram from Moscow that Dr. Selter, after protesting at the violation of the Estonian frontiers by Soviet aeroplanes, nevertheless decided to yield to the Soviet demands, in view of the impossibility of obtaining help in resisting a Russian invasion. It is thought possible the demands might not include the actual occupation of Tallinn, but that the Soviet might be content with the installation of garrisons on certain Estonian islands commanding Tallinn, coupled with special privileges for the use of Tallinn as a base.
